Obituary
Kelli Ann (Tuley) Welch, age 56, passed away peacefully on June 27, 2026 at St. Luke’s Hospice House in Kansas City, Missouri surrounded by her family and loved ones. Her departure followed a brief but severe series of health complications.
Kelli was born in Oxnard, California. She lived in Oregon and North Dakota, and in 1982 she moved with her family to Lee’s Summit, the town she would proudly call home for the rest of her life. She graduated from Lee’s Summit High School in 1988, but had already started her career at 16 years old working for the City of Lee’s Summit as part of a high school work study program. A quick learner and a hard worker, Kelli was promoted several times in her career, working for the Finance Department, acting as Deputy City Clerk, and working in the City Administration office. Kelli’s work on the Vehicle Replacement Program, which manages the fleet of city vehicles, was highly revered and served as a model for other municipalities across the nation. Opportunities at the City allowed Kelli to use her creativity and develop her skills in graphic design which she used to support city communication in print and electronic media and to advertise special events. Kelli took great satisfaction in her job and worked for the City until her departure in 2024.
One of the greatest joys of her life was being a mother to two wonderful children, Kiana Rhodes (born June 1991) and Blaine Welch (born May 1998). That love was compounded with the arrival of her grandchildren. “Nana K” doted on Kiana’s four children, Rylan, Cora, Axyl and Sutton, and she was blessed to have met Blaine’s one year old daughter, Sophia who visited recently from Germany where Blaine is stationed in the Air Force.
Kelli had a vibrant energy and loved spending time with her friends. She and her fiance, Dan, who she met in late 2023, enjoyed live music and followed Dan’s bands in the local music scene. Kelli enjoyed planting flowers and vegetables, raising chickens and especially loved the beach and all things summertime.
Kelli is survived by her mother, Myrna Tuley, her sister Joelle Bowen (husband David); her fiance Dan Strack; her children Kiana and Blaine and her five beloved grandchildren. She was preceded in death by her father, William Tuley.
Kelli’s absence in the lives of those who loved her will be felt deeply. A visitation and service to honor her life will be held at Langsford Funeral Home in Lee’s Summit, Missouri on July 16, 2026 from 5-7 pm with a service at 7 p.m.

So very sad to hear this news. Our friendship started in the early 90’s working for City of LS for many years. She loved to gather and hang out with friends. She so loved her children and grandbabies. She will be missed dearly and prayers for the family.
Kiana and Blaine: So sorry about your mother. I am so totally shocked. I hadn’t seen her in several years but we had a great phone conversation late last year that I truly enjoyed.
God bless you and your families. My thoughts are with you.
I met Kelli through some mutual friends out in the city community and we quickly became friends. We have the same name just spelled different. She was a great person and was great to be around. I will miss talking to her and our funny videos of chickens we sent each other. I know she had an amazing heart and loved Dan very much. My condolences to the family and heaven gained an angel. I will miss you Kelli and thank you for the great memories over the years.
So sad to hear of Kelli’s passing. I knew her personally and professionally for many years. She was a wonderful woman who left us way too soon.
My condolences to her family and friends.

I didn’t get to have years of friendship with Kelli but the time I had with her I got to know a beautiful woman inside and out! Her and I would go to lunch and talk about life.
We didn’t have many memories but the ones we had were so fun!
My heart goes out to her loved ones that loved her. Heaven gained a beautiful angel too soon.
Until we meet again sister!!❤️
I was her Supervisor in the Fleet Services Division at the City. Kelli was extremely competent and a real asset to the City Government.
She will truly be missed. My condolences to the Family.

I was shocked and saddened to see Kelli had passed. Loved dealing with her thru work with the City. Rest in peace Kelli. You will be terribly missed.
Sending condolences to the family, friends and Dan. Kelli was such a beautiful woman and will be missed. I met Kelli with Dan when attending the Sunday open jam sessions. Sending prayers and God’s Blessings to all.
Kelli & I were roommates back in our 20’ s & had a great time hanging out together back then. I was so sorry to hear this news as she was way too young. My deepest sympathy to her family.
I’m very sorry for the passing of Kelli. I met her at the Rusty Spur but didn’t really get to know her until the first barn jam of 2025. This past jam I was able to talk with her and we shared how many grandchildren we have. The excitement on her face when she was telling me all about them was truly priceless ❤️ Rest in peace Kelli.
I only knew Kelli for a short time, but she definitely made an impact in my life. The LOVE she had for her friends and family was very strong, she was a wonderful woman and will truly be missed. Last summer a bunch of got together and went camping(Kelli rented a cabin, because she didn’t like camping in a tent or RV LOL) and took Dan’s pontoon out for a spin it is a wonderful memory of her and how caring she was to all she was around! She Will Truly Be Missed!
Kiana, Blain and Dan,
I’m so sad to learn about Kelli. We worked on many projects together during my years at the City of LS. She was the kindest person I’ve ever known. I miss her.
